AnswerLisa, if the surface of the soil begins to look dry, or you notice that there is little or no humidity inside the plastic covering, you should water the seedling from the bottom of the container. Do not lift the plastic.
Watering from below is a good practice when raising seedlings since you do not disturb the fragile roots. The soil takes in the water from the drainage hole below the pot. Whatever is left in the saucer holding the pot can be discarded after 12 hours since this usually indicates that the soil has absorbed all the water it can hold.
