Flourescent lights are better and cheaper in my opinion. I've been using them for years and in most cases do the trick much cheaper. I use 40-watt regular household flourescents, the 4-footlong ones put in a cheap fixture purchased at Walmart for about $10. Sometimes you can get the bulbs for 99 cents a piece at some of the large Do-it-yourself stores. I keep my lights about 8 inches above the seed flats and this seems to work well. There is some spindliness on the outer edges of the flat. Some of this can be reduced by reducing the temperature by 10 degrees after the seeds have sprouted. Cooler temps will cause the seedlings to stop growing so quickly and growth tends to be more regular and even. Higher temps seem to make many seedlings skyrocket toward the light.
I would place my incandescent grow light about 6-8 inches above the flats. You can increase the coverage of light by placing sheets of shiny aluminum foil around the flats like people use to concentrate the sun while sunning outdoors. Make a wide hood out of aluminum foil to go around the fixture of the incandescent to increase the width of the rays of the incandescent.
