Can you tell me the expected reduction in fertilizer and water usage by amending soil with hugh quality  humic acid, fulvic acid, and humins?   Can any crop benefit from their use and is there such a thing as too much?

Hi, I'm sure there has been research to answer your question, but I'm not familiar with it and it's outside my expertise.  I suggest you check out the SSSAJ (Soil Science Society of America Journal).  It has excellent articles and I've often found information there I was looking for.
