Preparing a flower bed

Question
We just moved to a new house and removed the large, overgrown, shrubs
that were planted out front. I would like to fill the newly empty beds with
some different shrubs and flowers, but I'm not sure how best to prepare the
beds. The soil on top is dark brown and crumbly, but rather dry. About 2
inches below this, you can begin to see large chunks of red clay.

I don't know much at all about fertilizer or types of soil to buy. Do I need to
dig out any of the clay? What should I do to best prepare these beds? I'm not
trying to grow from seed, just transplant some flowers from a pot.

We're in Zone 7, Virginia, if it helps at all.

Thanks!

Answer
Hi Michelle,  I'd add another 2 inches of organic matter (preferably finely ground pink bark) and then till the whole area 10-12 inches deep.  I suspect the crumbly stuff is just decomposed mulch. So we want to blend all this with the clay.  Clay is good for water and nutrient retention, so we want it to loosen it and add organic matter to provide pathways for roots and improve your microbial activity.
The type of fertilizer and the frequency you use it, should be tailored toward the type plants you install.  When you purchase them from your local nurseryman, ask his recommendations.  Jim
